That's the link with the negativity. I don't know that they prove it is directly related to her leadership. I don't have the time or desire to read it all.

I'm not defending her, just giving her a chance. I have to believe our own Board is properly vetting her and not just throwing caution to the wind.

Well, it would appear that maybe her peers in superintendent circles think highly of her, but many parents and teachers would disagree. She seems to leave a trail of misery in the form of valued and respected teachers being laid off or harassed to the point of quitting, much to the chagrin of many parents in the respective district(s).

I stand by my sarcastic statement. I'm not surprised you feel teachers should be employed based on parents "liking" them. Around here, parents like teachers that fit their "family value" bigotry. That doesn't make them a good teacher.

If you're a homeowner you do, if the school ratings drop...so does the value of your home. Because people don't want to live somewhere that has poorly rated schools.

She implemented teacher evaluations and performance expectations that pissed people off. Teachers like tenure.

She came in with changes and new ideas and people hate change, so, that was another issue. Complacency is a lot easier than change.

From what I've read online, she went to an affluent community, made changes, pissed people off and now they're disparaging her. I'm sure the truth lies somewhere in the middle.

After a lot of research it looks less like her policies and more like policies passed by the school board and her job was to implement the not popular changes.......I am choosing to trust our elected board to not screw this up.

WOW scoop, that is some article. I can't help but wonder what affect articles like this will on the current teaching staff at HISD. Are they going to automatically be afraid of changes that might (or might not) be in their future?

Unbiased facts regarding Fagan written by a parent and teacher in Douglas County:

this was shared on another site, and I believe provides great information for everyone still asking for answers, and specific data. Not opinions, but information and facts.
I am a parent and teacher in the Douglas County School District (DCSD). I know you have heard overwhelmingly from parents and community members; I hope to reach out to the teachers in Humble ISD.
Please know that I am in no way disgruntled. I have never been a member of the DCSD teachers union and I have financially benefited from the evaluation and market pay system enacted in 2012. I have volunteered and served on numerous district and school committees. I love my students (and their parents), my colleagues, my building administrators, my school and my job.
My concerns about the policies enacted during Dr. Liz Fagen?s tenure in DCSD are based upon my own experiences, beliefs, and opinions and are as follows:
1. Implementation of ?salary bands?
Dr. Fagen and her team created a formula to determine teachers? salaries based upon the subject/grade level they teach. As you can see, a second grade teacher is inexplicably worth less than a sixth grade teacher. I don?t know how one can say that the impact of a teacher on a child?s life becomes more or less important based upon the subject or grade level they teach.

2. Implementation of ?market based pay?
The Colorado State Legislature enacted legislation in 2010 to revamp teacher evaluations. DCSD, under Dr. Fagen?s charge, took it a step further and tied the new evaluation system to teachers? salaries and called it market based pay. Philosophically, I agree with performance pay. I believe I should be held accountable for my students? success and rewarded for working harder. However, the system that Dr. Fagen and her team came up with is, to put it bluntly, a mess. The system deems teachers ?Ineffective,? ?Partially Effective,? ?Effective,? or ?Highly Effective? based upon their end of the year evaluation score. Teachers are no longer given financial incentives or rewards for increasing their education or experience. Rather the score is based upon the evaluator?s observation AND the uploading of evidence by teachers into district software. The evidence must include, unit Backward Plans, and other items considered necessary by evaluators (for example, emails between teachers and parents). There is no standard expectation as to what should be uploaded across the district. It is merely hoop jumping. From my experience and discussions with peers and building evaluators, no one believes that there is a consistent correlation between a teacher?s actual performance and their final rating. There are great teachers who upload great stuff and earn the Highly Effective rating. But there are also great teachers who don?t play the game as well or at all and receive an Effective rating or lower. And then there are mediocre and underperforming teachers who can upload their way to Highly Effective (it happens, we?ve all seen it).

3. Quota system
Dr. Fagen?s team have instituted a quota system for how many teachers can achieve the Highly Effective rating. It is based on a bell-curve. At first the district administration adamantly denied that there was such a quota system?which defied logic because it was widely reported in the press that schools who had ?too many? Highly Effective teachers were audited and forced to change ratings. Since that time, retired and current administrators have publicly admitted that the quota system exists. Dr. Fagen promotes the ?21st Century? education system in place in Douglas County, yet the teacher evaluation system is based on the exact opposite of a standards/merit based educational system. Can you imagine telling students and parents at the beginning of each school year that no matter how well your child performs only a predetermined amount of As will be given out?
4. Devaluing/ignoring teacher expertise and input
Dr. Fagen brought in a team of people from outside the state to overhaul our district curriculum (dubbed the GVC). Many of these ?experts,? including Dr. Fagen, have spent very little time actually teaching in the classroom?which is a running joke amongst DCSD teachers. And though originally teachers were brought into this process and spent weeks giving input, crafting standards, and establishing benchmarks most of their work was thrown out and condensed into a one-page directive. Many teachers objected and walked out of the committees but no acknowledgement was ever given to their discontent. The teachers that remained were told to rubber stamp the document so that the district could say it consulted with teachers. The GVC was again changed last year, again without wide teacher input. Teachers began the 2015-2016 school year without knowing that the curriculum had actually changed! When I brought this to the attention of our building?s appointed district curriculum specialist she told me they were worried that teachers ?would be mad? that it changed so they didn?t want to say anything. Well, they were right. We are mad because once again we were not consulted or valued with our expertise. And how can we be evaluated on our performance if we do not know what the standards are?
Humble ISD Teachers, please look at the World Class Outcomes. It is clear they were not written by teachers who do the work day in and day out of teaching students in the real world.

5. Decrease of teacher morale/devaluing the art of teaching This is probably the most disheartening change that has come about since Dr. Fagen implemented her reforms. The market pay/quota system has created a competitive environment and made collegiality difficult. How can that be what is best for our kids? Trying to force education into a business model does not work. Teachers are not factory workers and students are not widgets. We must meet each child from where they are at and then try to inspire, encourage and help all of students reach their full potential. My focus as a teacher should be on my students, not trying to prove my worthiness by uploading documents.
This is why there has been a mass exodus of teachers and administrators out of DCSD the past few years. Dr. Fagen?s team has consistently tried to skew the rate of teacher and administrator turnover during her tenure in order to hide the fact that there is a problem. But the facts are the facts. If teachers have an opportunity to leave, they leave. Thus significantly changing the quality of our teaching force in DCSD. I love teaching. It is my calling. But, Dr. Fagen?s reforms have made teaching mechanical, competitive, and extremely stressful. It is the exact opposite of student-centered. We have taken a huge step backwards; I hope you can learn from our journey.
